The Woodlands sits in the Texas Piney Woods. The tree canopy helps with heat retention in the residential neighborhoods, but your asphalt parking lot still takes a beating from May through September with no canopy above it.
Summer UV (June–August): The UV index in The Woodlands hits 7 during peak summer,the same intensity as a tropical destination. Traffic paint on dark asphalt in direct sun gets cooked from below all summer. The binders break down, colors fade, and within 18 to 24 months most lots look significantly worse than they did at the last restripe.
Annual rainfall (~48 inches): The Woodlands area receives around 48 inches of rain per year, with the heaviest months in May and June. Spring Creek, running along the community’s southern edge, floods in severe events. The repeated wet-dry cycle,heavy rain followed by days of hot sun,expands and contracts the paint, causing it to crack and flake faster than UV alone would.
Surface temperature: On a 95°F August afternoon, asphalt surface temperature can exceed 140°F. We start early in the morning specifically because of this,paint applied to a cooler surface adheres better and cures more evenly before the full heat of the day sets in.
Fire Code in The Woodlands: Which Jurisdiction Applies
The Woodlands is not an incorporated city. It is governed by The Woodlands Township, which provides services but has no fire code authority. Which fire code applies to your property depends entirely on whether you are in Montgomery County or Harris County.
Montgomery County – Most of The Woodlands
Town Center, Market Street, Hughes Landing, Research Forest, Panther Creek, Grogan’s Mill, Cochran’s Crossing, Indian Springs, Sterling Ridge, and College Park all sit in unincorporated Montgomery County, regulated by the Montgomery County Fire Marshal’s Office under the 2012 International Fire Code. Montgomery County Fire Lane Requirements (2012 IFC)
- Fire lanes: minimum 20 feet wide, 28 feet in curves, 13’6” vertical clearance
- Signs: “FIRE LANE – NO PARKING”: white on red, 12×18 inches, spaced no more than 50 feet apart
- Pavement markings: red stripes at least 6 inches wide at fire lane boundaries
- Text on pavement: 4-inch white letters on red at no more than 25-foot intervals
- Curb markings: red paint from top of curb seam to driving surface, lettering at 25-foot intervals
- Building owner responsible for designating and maintaining fire lanes with Fire Marshal approval
Harris County – Creekside Park Village
Creekside Park Village, the southwestern corner of The Woodlands, sits in Harris County and falls under the Harris County Fire Marshal’s Office, which uses the 2018 International Fire Code. Practical fire lane marking requirements are similar,red paint, correct dimensions, proper lettering intervals,but the code version and permit process differ.
ADA Compliance in The Woodlands TX
The Woodlands has one of the highest concentrations of medical offices, corporate headquarters, and professional services in the Houston metro. These are exactly the properties where ADA parking compliance gets scrutinized most closely. A medical office on Research Forest with faded wheelchair symbols is a liability in a community where tenants and patients know their rights.
Texas commercial properties must meet both federal ADA standards and the Texas Accessibility Standards (TAS), administered by TDLR. The fire marshal does not review ADA compliance,that responsibility sits with the property owner.

- Van-accessible stall: minimum 11 feet wide with 8-foot aisle, or 8-foot stall with 8-foot aisle marked “Van Accessible”
- ISA symbol must be painted on the pavement surface, not only on signage
- All accessible stalls must connect to an accessible route to the building entrance
The Woodlands Township Covenant Standards
The Woodlands Township actively enforces deed restrictions on commercial as well as residential properties. Commercial properties in The Woodlands are expected to maintain a well-kept appearance consistent with the community’s standards,and the Covenant Compliance division follows up on complaints.
In practice, a commercial property with severely faded parking lot markings or non-compliant ADA striping is more likely to generate a covenant notice here than in a suburb with no covenant structure. Several calls we get from The Woodlands are specifically triggered by a covenant notice or a tenant complaint about the appearance of the lot.

Creekside Park Village – Harris County
The Woodlands’ southwest corner sits in Harris County and falls under a different fire code authority than the rest of the community. This distinction matters and most striping contractors either don’t know it or don’t bother explaining it. We confirm which jurisdiction applies to your property before we quote any fire lane work.
Grogan’s Mill & Cochran’s Crossing
The original 1970s-era villages. Commercial centers here are several decades old and many have striping that hasn’t been properly addressed in years. We do a lot of restripe work in these village centers, often correcting ADA layouts that were marked to older standards.
Sterling Ridge, College Park, Panther Creek & Indian Springs
Newer village commercial nodes, church parking lots, HOA amenity areas, and neighborhood retail in these villages all need regular maintenance. The Woodlands Township covenant standards apply across all villages, so the expectation of a well-maintained lot does not drop off in the newer areas.
